PhilSys Registration Step 1: How to Register and Book Appointment for National ID Online

Filipinos who want to get the PhilID or Philippine National ID must first register for an account online. PhilSys Registration Step 1 is the beginning process in order for you to have your personal details included in the PhilSys ID system. Please be guided on the steps below of the procedure and the requirements to complete the Step 1 registration.

In accordance with Section 12 of the Republic Act No. 11055, also known as the PhilSys Act, the PhilId or National ID is an official government-issued ID that can be used in all transactions that require proof of identity or proper identification.

It can also be used to open bank accounts, transfer money, and other financial-related services, as well as for job applications and in obtaining government documents.

Overview

In the first step of the PhilSys Registration process, you are to complete the online registration form, which you can access through this link: https://register.philsys.gov.ph/#/eng

Then, after filling out the required fields of the registration form and submitting it, to get to step 2, you’ll need to book your preferred time slot. Remember to bring your Application Reference Number (ARN) and QR Code to the registration center because you’ll be asked for this information during check-in.

Guide to Philippine National ID – PhilID Step 1 Process

As the registration for the National ID started, it is undeniable that certain challenges are faced by the Philippine Statistics Authority (PSA). One of which is step 1 of the registration which is originally commenced in house-to-house operation. With the pandemic also causing health precautions, online registration was issued to ease the registration process and to ensure the safety of registrants.

The pilot launch for the step 1 online registration was administered last April 30, 2021. To help you register for your PhilSys ID, this article will guide you through the process of the online registration process.

Requirements

You will need to have some proof of identification when you apply for a PhilID. You will present this document at the Registration center. Here are the following document requirements:

Primary Document Requirements

  • Certificate of Live Birth issued by the Philippine Statistics Authority (PSA): AND
  • One (1) government-issued ID indicating your full name, front-facing photograph, and signature or thumb mark, such as: (a) Passport issued by the Department of Foreign Affairs (DFA); (b) GSIS, SSS, or Unified Multipurpose Identification Card (UMID); or (c) Driver’s License issued by the Land Transportation Office (LTO), including Student’s License Permit and Non-Professional or Professional License.

Secondary Document Requirements

In the event that you do not have a primary document, you can present any of these “secondary” documents instead:

  • PhilHealth ID;
  • Police Clearance/ID;
  • Postal ID;
  • PSA-issued/NSO-issued Certificate of Live Birth with Birth reference Number (BreN);
  • LCRO-issued Certificate of Live Birth;
  • PSA-issued Report of Birth;
  • PSA-issued Certificate of Foundling;
  • Integrated Bar of the Philippines (IBP) ID;
  • License to Own or Possess Firearms (LTOPF) ID;
  • National Bureau of Investigation (NBI) Clearance;
  • Overseas Workers Welfare Administration (OWWA) ID;
  • Pantawid Pamilyang Pilipino Program (4Ps) ID;
  • Persons with Disabilities (PWD) ID;
  • Professional Regulatory Commission (PRC) ID;
  • Seaman’s Book;
  • Senior Citizen ID;
  • Social Security System (SSS) ID;
  • Solo Parent ID;
  • Taxpayer Identification Number (TIN) ID;
  • Voter’s ID;
  • National ID from other countries;
  • Residence ID from other countries; OR
  • Special Resident Retiree’s Visa (SRRV) issued by the Philippine Retirement Authority (PRA).

Other IDs

Aside from the above, you may present any of the following as ‘secondary’ documents. So long as the following details include your full name, permanent address, date of birth, photograph, and signature or thumb mark:

  • Employee ID;
  • School ID;
  • Barangay ID;
  • Barangay Certificate/Clearance; OR
  • City or Municipal ID.

Eligibility

Each and every Filipino person living in the Philippines or abroad of any age can register for the National ID. People who have resided in the nation for more than six months and have multiple citizenship are also urged to apply.

Children under the age of five will only provide their front-facing picture and demographic information. This number will be connected to their parents’ PhilSys ID numbers. An update will be required when your child turns 15 and their biometrics will be taken again.

According to Philippine Statistics Authority (PSA) policy, they will prioritize the registration of the poor, persons with disabilities, elder people, and indigenous people, as with any other registration process.

How to Fill Out Philsys Online Application Form – Step by Step Process

Step 1: Access the Registration Form by registering through this link: https://register.philsys.gov.ph/#/eng. It is highly suggested to access the site through Google Chrome for a faster process.

Reminders: If you have already completed the Step 1 Registration and already have an appointment slip, you are no longer encouraged to access the PhilSys online registration. This is to prevent any distortion with the information provided. The website is made for registrants who were not visited by the enumerators of PhilSys during the house-to-house operation last year.

Step 2: By clicking the Proceed button, you will be asked to provide your number or an email to acquire a One-Time Password (OTP) which you will provide in the next part.

Note: Be sure to provide an active number or active email for you to be able to access the system.

Step 3: Wait until you receive the OTP to your mobile number or you email, after which input it on the provided space.

Step 4: Before having access to the registration form, you will be asked to read a Data Privacy Notice regarding the Philippine Statistics Authority (PSA) and the PhilSys ID process. At the end of the notice, you will click the ‘I Agree’ button to proceed.

Step 5: When you gain access to the registration form, fill in all the necessary information needed because almost everything is mandatory. To give you a rundown of the information you will provide, below is a list of the demographics needed by the PhilSys:

  • Birthdate
  • Birthplace
  • Blood Type
  • Permanent Address
  • Present Address
  • Marital Status*
  • Filipino or Resident Alien

Note: Make sure to provide accurate information to prevent issues on verifying your demographic information during the Step 2 Registration.

Step 6: After finishing step 5, the system will give you a summary of all the information you provided in the form. This is for you to double-check and correct any mistakes made in the information you provided.

Step 7: You will now be able to set your preferred date for your appointment schedule after filling out the registration form.

Step 8: You will then review everything from the information you provided, to the appointment schedule you set before finally finishing the process.

Step 9: In finishing the online registration process, you will now see your Application ID provided on the site. The site will also give you your Application Reference Number (ARN) and you’re corresponding QR Code which you will need in the Step 2 Registration. At the same time, a message or an email will be sent to you acknowledging the completion of your application.

6. Will the National ID be able to secure our information when used during transactions?

Yes. The National ID is designed with tight security features which prevent possible identity theft and other possible misuses. This is the reason why there is no signature cad holder in the ID.
